What changed

Anthropic updated its Usage Policy, effective 12 November 2026. Changes include: consolidating rules on fake accounts, fabricated news sites and influence operations under a new "deceptive campaigns" section; narrowing the elections section to target voter deception and election disruption (removing a blanket ban on personalised vote/campaign targeting); expanding the weapons prohibition to explicitly cover weapons software/components and arming drones or other autonomous vehicles; adding surveillance and law-enforcement rules barring non-consensual tracking and use of Claude in deciding who to investigate or charge (consented tracking, content moderation, journalism and legal research remain permitted); introducing new high-risk requirements when Claude controls physical hardware that can take real-world actions, including a qualified human operator able to stop the equipment and a safe-state fallback; and a narrow new prohibition on sustained, purposeless cruelty toward Claude.
